Digital Empowerment and Community Engagement for Third-Country National Women
Project Description
LINK UP is an Erasmus+ KA220 Adult Education project that aims to empower Third-Country National (TCN) women by strengthening their digital skills, social inclusion, and participation in community life. The project responds to the persistent barriers many migrant women face, such as limited access to digital public services, low confidence in using online tools, and social isolation. Through an inclusive, learner-centred approach, LINK UP combines digital education with cultural engagement to support women in navigating everyday life in their host countries and becoming more active, informed members of their local communities.
To achieve this, the project develops a set of innovative, multilingual digital tools, including a MOOC platform, public service awareness modules (e-government, e-health, digital finance, and cultural participation), a digital resource navigator, and an AI-supported cultural engagement guide. These tools are complemented by hands-on workshops, creative storytelling activities, and community exhibitions, where participants apply their skills, share personal narratives, and build social connections. By involving NGOs, adult educators, and local stakeholders, LINK UP ensures that its results are sustainable, transferable, and usable beyond the project duration, contributing to more inclusive and digitally empowered communities across Europe.
WP1 – Project Management and Coordination
Ensures the effective implementation of the project through coordination of partners, monitoring of progress and quality, financial and administrative management, and communication with the National Agency.
WP2 – Content Creation and Digital Tools Development
Focuses on the design and development of inclusive, multilingual digital learning content and tools that support TCN women in accessing public services, improving digital skills, and engaging in community and cultural life.
WP3 – Application, Training, and Community Engagement
Applies the developed tools in practice through workshops, creative activities, and community events, enabling TCN women to build digital confidence, share personal stories, and strengthen social inclusion while ensuring sustainability and impact.

Our Role
Balkan Bridge has a key role in the LINK UP project, mainly focused on dissemination, training, and evaluation. It is the lead partner for dissemination, responsible for coordinating the dissemination strategy, branding, social media campaigns, videos, newsletters, and outreach to ensure strong visibility and uptake of project results across all partner countries.
In addition, Balkan Bridge contributes to content development and implementation by developing the Digital Financial Skills module, supporting other digital tools, and delivering local workshops for Third-Country National women in Bulgaria. It also leads the evaluation of training activities, collecting feedback and assessing the impact of the project to support quality and sustainability.
